Threat Assessment

In June 2019, Act 18 of 2019 amended the Public School Code of 1949 by adding Article
XIII-E, Threat Assessment. Among its provisions, Article XIII-E requires all school entities in
Pennsylvania to establish at least one Threat Assessment Team by the beginning of the
2021-2022 school year. The teams are responsible for “the assessment of and intervention
with students whose behavior may indicate a threat to the safety of the student, other
students, school employees, school facilities, the community or others.” Threat
Assessment Teams are also responsible for providing training, education, and information
to members of their school communities.

Threat assessment is a systematic process designed to:
  • Identify individual(s)/situation(s) where behavior causes concern for violence and
    capacity to carry out a threat, (i.e., determine whether an individual poses a threat for
    harm or violence to themselves or others, not just whether an individual has made a
    threat)
  • Gather the most relevant information about the individual's communications and
    behaviors, negative or stressful events the individual has experienced, and resources
    the individual possesses to overcome those setbacks and challenges
  • Collect and share this relevant information in a lawful and ethical manner, including
    complying with relevant federal and state privacy laws
    Assess the individual(s)/situation(s) in context based on the totality of information
    available
  • Identify strategies to prevent violence and mitigate impact of harm to the individual,
    school, and/or community.

Each building at the South Eastern School District has a threat assessment team comprised of multiple staff members.  The South Eastern School District follows Comprehensive School Threat Assessment Guidelines to identify threats and attempt to resolve underlying conflicts.  Students and families are encouraged to report any threats through the Safe2Say Something program, directly to school administrators, or to any trusted adult in the school building.
